Fish production and value chain development projects

(ii)     Applications received from potential beneficiaries are scrutinized and selected.

(iii)   Selected beneficiaries implement the projects as per scheme guidelines.

(iv)   Reporting of work completion

(v)     Block fisheries In-charge verify the works and provide work completion report.

(vi)   Eligible subsidy transferred to beneficiary through DBT mode.

Innovative Feature of scheme:

The MMMSY is designed to address local fisheries requirements and mainly focuses on the projects not supported under the PMMSY or other schemes.

Major Infrastructure created under MMMSY:

·         Fish Production Infrastructure — 202790 cub. m of ponds in hilly regions; 12.76 ha Ponds in plain region; 36 Trout rearing

·         Intensive Aquaculture Units — 39 Bio-floc Units; 20 RAS Units

·         Feed provision— 8684 quintal of feed provided to beneficiaries

·         Value addition units- 26 Matsya Saheli Value Addition Units Established

· Other Livelihood Projects : 12 Angling beats developed for fishery eco-tourism activities.

Ground-Level Outcomes and Impact

Fish production growth (2024-25 to 2025-26):

·         2024-25: 10,487 MT ,  2025-26: 11,805 MT

Fish Crop & Infrastructure Insurance (2024-25 to 2025-26):

·            Total farmers/Cooperative Insured- 201

·   Loss claims settled:  Rs. 63.37 lakhs

Implementation Challenges and Corrective Action

Scheme Rationalization:

Till FY 2023–24, the Department was implementing several standalone schemes in parallel, such as the Scheduled Caste Sub Plan (SCP)/Tribal Sub Plan (TSP), Pond Construction in Hill Areas, Input Assistance Scheme, and other state-funded interventions. This fragmented approach often resulted in duplication of administrative processes and challenges in implementation and monitoring.

To address these issues, the Government of Uttarakhand consolidated all such schemes under a single umbrella programme, "Mukhyamantri Matsya Sampada Yojana (MMMSY)," from FY 2024–25 onwards. The convergence of schemes has streamlined implementation, simplified fund management, ensured uniform guidelines, improved monitoring and evaluation, and enhanced the overall effectiveness of fisheries development interventions across the State.

Present Status and Way Forward

Current status:  19 activities Targeted for FY 2026-27 are under implementation.

Success Stories of ‘Mukhya Mantri Matsya Sampada Yojana’

I. Implementation of Fish Crop & Infrastructure Loss Insurance

• Challenges in Fish Farming

Fish farming in the state’s ecologically sensitive regions is often exposed to significant risks due to natural disasters such as cloudbursts and sudden fluctuations in water quality. These events frequently result in partial or complete losses of fish stock and infrastructure, discouraging farmers from continuing fish farming activities in the absence of any financial safety mechanism.

• Need for Insurance Intervention

To address this critical challenge, the State Fisheries Department, in collaboration with United India Insurance Company Ltd., has introduced a comprehensive fisheries insurance product. This unique initiative provides end-to-end protection, covering both fish stock and production infrastructure against losses caused by natural calamities and other unforeseen events.

• Affordable & Inclusive Premium Structure

A key strength of the scheme is the financial support extended by the State Government under the Mukhya Mantri Matsya Sampada Yojna:

  • 90% premium paid by Government
  • 10% contribution by beneficiary

This ensures the scheme remains affordable and accessible, especially for small and marginal fish farmers.

• Coverage & Risk Protection

The insurance provides coverage against a wide range of risks, including:

  • Diseases and water pollution
  • Floods and cloudbursts
  • Natural disasters
  • Accidental and malicious damages

By ensuring timely compensation, the scheme:

  • Stabilizes farmer income
  • Reduces financial risk
  • Encourages continuity and expansion of fish farming
